Govt says has no immediate plan to up fuel prices

The government has no immediate plans to raise fuel prices, the country's petroleum secretary said on Tuesday, after a newspaper report that auto fuel prices could be raised early next year.

The Hindustan Times newspaper, without citing any sources, said in a report that prices of auto fuel could increase "anytime early next year."

"There is no such proposal yet," Petroleum Secretary R S Pandey told Reuters, when asked to comment on the news report.

India previously raised fuel prices by as much as 10 percent in July, when global crude oil prices were hovering at about $70 a barrel.

U.S. crude for February delivery fell 28 cents to $78.49 a barrel by 0332 GMT.

State-run refiners sell petrol, diesel, kerosene and cooking gas at low government-fixed rates to control inflation and help the poor, and receive partial compensation from the government.

Mercury climbs in Delhi

New Delhi, Dec 29 (IANS) Delhi Tuesday recorded a relatively warm morning with the minimum temperature climbing to 6.2 degrees Celsius.

After dipping to the season's lowest at 5.2 degrees Celsius on Saturday, the temperature has been rising gradually for the past two days.

The weatherman has forecast a further rise in the day temperature with the minimum temperature likely to settle around 7 degrees Celsius.

'There is a possibility of shallow fog in the morning Wednesday but skies will remain clear during the day,' an official at the India Meteorological Department said.

The visibility Tuesday dropped to 400 metres at 7.30 a.m. but there were no reports of flights being delayed.

Govt to delay 3G auction - papers

India, the world's fastest growing mobile market, is expected to delay the auction of third-generation wireless spectrum to February due to uncertainty over defence forces giving up spectrum, two newspapers reported on Tuesday, citing sources close to the development.

The Business Standard said the auction of spectrum, that would allow high speed wireless network, would be pushed to the end of February, while the Daily News and Analysis said it was likely in mid-February.

Last week, the telecom minister said the auction, which has been deferred several times before, would meet the Jan 14 schedule. But the government is yet to come out with the notice inviting applications.

A spokesman for the telecom ministry could not be immediately reached for comment by Reuters on Tuesday.

Analysts expect phone companies to spend $1.5 billion on 3G spectrum alone, while building the high-speed wireless networks will cost billions of dollars more.

Rupee falls by 4 paise against dollar in opening trade

Mumbai, Dec 29 (PTI) The rupee today depreciated by 4 paise to 46.69 a dollar in the opening trade on demand for the US currency, which rose against other Asian currencies. Dealers said demand for the US currency from importers and fears of capital outflows by foreign funds weighed on the Indian rupee.

The dollar strengthened against other Asian currencies which also impacted rupee sentiments. The rupee had ended 22 paise higher at 46.65/66 against the dollar in previous trading.

Fast track rail corridors in the offing for NCR

New Delhi, Dec 29 (PTI) The national capital will soon be better connected with neighbouring cities as the government is finalising dedicated rail corridors for the National Capital Region. Termed as Regional Rapid Transit System, the three busiest routes being finalised to have dedicated corridors are Delhi-Ghaziabad-Meerut, Delhi-Gurgaon-Rewari-Alwar and Delhi-Sonepat-Panipat at an estimated cost of Rs 5000 crores excluding the rolling stock.

"We will conduct a detailed feasibility study of these corridors on a priority basis," a senior Urban Development Ministry official said. Urban Development Ministry is coordinating with the Railway Ministry and state governments of Delhi, Haryana, UP and Rajasthan to constitute the NCR Transport Corporation for implementation of the dedicated corridor project.

The Centre and the State will have equal equity of 50:50 in the project. A MoU will be signed between the Centre and states shortly to form a separate company for the purpose.

Based on the ridership and growing demand, the three corridors are being finalised. While Gurgaon, Noida and Ghaziabad adjoining Delhi are already being connected with a Metro service, places like Panipat, Sonepat, Alwar and Meerut will be linked to the Capital city through the proposed rail corridors.

Osmania students call for boycott of New Year celebrations

Students of Osmania University in Hyderabad on Tuesday asked people to boycott New Year celebrations in support of the Telangana statehood demand.

"We urge people to boycott New Year celebrations to press the government to take immediate steps for the formation of Telangana state," student leaders said.

They asserted that they will go ahead with the proposed massive students' convention on January 3 even as the city Police Commissioner B Prasada Rao said permission had not been given to the meeting.

The student leaders, who vowed to gather four or five lakh students for the convention, said at least one youth from every family in Telangana should attend the meet.

They had yesterday said police permission was not required for the convention 'Telangana Vidyarthi Maha Garjana' (massive roar by Telangana students).

"We need not obtain permission from the police. We need permission from our Vice Chancellor. He will definitely give the permission," they had said.

Meanwhile, tension prevailed in the Varsity campus today when police stopped a demonstration by the students.

"We wanted to convey to the police officials that illegal arrests are not fair. But we are stopped," a student leader said.

Meanwhile, Hyderabad Commissioner of Police B Prasada Rao today warned of stern action if students took to streets and disturbed normal life.

"We (police) take it seriously as they have thrown a challenge," the commissioner told reporters when his attention was drawn about the New Year celebrations boycott call by the students.

Prohibitory orders under section 144 of CrPC would be imposed from tomorrow for a week in the city in order to maintain peace and tranquility, he said.

Besides deploying police pickets, all preventive measures would be taken to maintain peace in the city, the commissioner said.

Kolkata, Dec 29 (PTI) Trinamool Congress today submitted a memorandum to acting Governor Devanand Konwar, on violence in West Bengal and on alleged irregularities in the BPL list. "There is bloodshed in all districts.

Trinamool workers are being attacked. We urged Konwar that he as constitutional head of the state should ensure that West Bengal was terror free and that the BPL list error free," Leader of the Opposition Partha Chatterjee, who led a party delegation, said.

Chemical pollutes dam water; notices to 50 companies

Mumbai, Dec 29 (IANS) The Maharashtra government has issued notices to 50 chemical companies in Ratnagiri district after a chemical was dumped on a national highway, polluting a dam supplying water to over 25,000 people in Khed sub-district, officials said.

'The reddish-brown chemical was dumped by a truck late Saturday night on the Mumbai-Goa highway, around three km from the Boras Dam here,' said M.G. Gaikwad, revenue department official of Khed sub-district.

The notices have been served on the companies to ascertain whether the rogue truck belonged to any of them and what kind of chemical was dumped there, he said.

The chemical from the truck flowed into some drains and found its way into the Boras Dam waters, around 200 km south of Mumbai.

The incident came to light Sunday when villagers from Khed, Boras, Shivkhud and Shivbudh found thousands of fish, crabs, snakes, lizards and other creatures dead in the vicinity of the dam.

The district authorities were alerted and investigation launched into the incident, culminating in show cause notices to 50 big and small chemical manufacturers in the Maharashtra Industrial Development Corporation (MIDC) industrial estate here, according to Gaikwad.

Apprehending risk to the locals from the contaminated water, the district authorities have shut water supply from the dam and restricted access to the affected area.

The district administration has also arranged for tankers to supply drinking water to the people of the affected villages till alternatives are worked out.

Some of the major companies which have been issued notice are Hindustan Unilever, Hardilia Chemicals, Gharda Chemicals, Punjab Chemicals, Ratnagiri Chemicals, Garuda Chemicals and MDH Chemicals, he said.

'The tanker driver is absconding after dumping the load of acidic and toxic chemicals, estimated at several tonnes. We have sent samples for analysis and are awaiting the report,' Gaikwad told IANS.

Meanwhile, experts from the Maharashtra Pollution Control Board and other agencies have rushed to Ratnagiri to assist the district administration in tackling with the crisis.

Boston University likely to open campus in India

New Delhi, Dec 29 (IANS) One of the prominent varsities in the US, the Boston University, is likely to open a campus in India. Its president is visiting New Delhi in January for the purpose.

Varsity president Robert A. Brown is expected to meet Human Resource Development Minister Kapil Sibal and attend a seminar on de-regulating Indian education Jan 9.

The development took place after Sibal toured the university in October and had a discussion with Brown about an Indian campus of Boston University.

'Minister Sibal's visit was a wonderful opportunity to hear first hand about the opportunities and challenges for higher education in India and to brief the minister and his delegation on Boston University programmes in research and education,' Brown has been quoted as saying in his campus magazine.

'Our discussions uncovered many synergies between the strengths of Boston University and the opportunities in India. We look forward to exploring these opportunities further,' he added.

India is in talks with several world class varsities and have invited them to open campuses here. Sibal had already discussed the issue with several top administrators of Harvard, Yale and Duke universities.

The country is also set to table a bill in parliament to allow foreign universities to set up campuses here.

During his tour of Boston, Sibal had said: 'We are looking at institutions of excellence. We would like the best in the world to come to India, and it is in that sense that we would welcome Boston University.'

Delhi sex workers demand protection from goons

New Delhi, Dec 29 (PTI) The sex workers of the national capital''s largest red light area GB Road will come on the streets in the New Year to press for solution to their security concerns and other welfare measures. Raising the issue of exploitation by "goons" operating in the area will be on top of their agenda other than legalisation of the trade and better health services during the demonstration they are planning in January.

The workers who live in inhuman and unhygienic conditions in the dark and narrow lanes here are concerned about increasing drug trade and looting of their clients by the criminal elements operating in the area, an argument rejected by Delhi Police. "There are problems of drug trafficking, extortion and looting of our clients.

Criminals from neighbouring state and from some areas in Delhi gather here every night and create problems for our customers," said Shameem, a brothel owner. However, police deny receiving any complaints from sex workers.

"We have stationed a picket in the red light area. There is frequent movement of PCR vans and our personnel.

We have not received any complaints yet," said Deputy Commissioner of Police (Central) Jaspal Singh. There are about 116 brothels on the Garstin Bastion (GB) Road in which about 5,000 women from across the country work.

Ruchika`s family lawyer files two FIRs against Rathore

Chandigarh, Dec 29 (ANI): Ruchika's family lawyer has filed two First Information Reports (FIRs) against former Haryana DGP SPS Rathore, who has been charged for allegedly molesting teenager Ruchika Girhotra, a promising young tennis star in 1990.

The lawyer claimed that the first FIR has been filed for forging documents like the inquest report and the other for illegal detention of Ruchika's brother Ashu, who was kept in illegal detention at the behest of Rathore and given tortures.

A Public Interest Litigation (PIL) has also been filed on Tuesday asking for action to be taken against all those who tried to protect Rathore; including Sacred Heart School, where Ruchika studied. The school has been asked to explain the reasons for expelling her.

Rathore was then an Inspector General of Police and the head of the Haryana Lawn Tennis Federation.

CBI's Special Magistrate J S Sidhu sentenced 67-year-old Rathore to six months rigorous imprisonment (RI) during an in-camera proceeding and imposed a fine of Rs 1,000, but Rathore got bail immediately.

Iranian national held for trying to exchange fake notes

Chennai, Dec 29 (PTI) An Iranian woman was arrested today for allegedly trying to exchange fake Indian currency notes at a shopping mall here, police said. 62-year-old Mortazavi Asraf was taken into custody after a retailer from whom she bought some clothes informed the police about the notes.

A total of 46 fake notes with a face value of Rs 23,000 were recovered from her possession, police said adding she had come to Chennai early this month to undergo Yoga and meditation classes at an Ashram here. Police are ascertaining the source of the currency notes.

Last week, five persons from Jharkhand and West Bengal were arrested in the city for possessing fake currency notes and a Crime Branch-CID team had also arrested the key accused from Jharkhand.

Yet another shutdown in Telangana tomorrow

Hyderabad, Dec 29 (PTI) Yet another shutdown would be observed in the Telangana region of Andhra Pradesh tomorrow, currently on the boil over the separate statehood issue. The Joint Action Committee (JAC), comprising Congress, Telugu Desam, TRS, BJP, students and a number of outfits fighting for a Telangana state, has called for the shutdown, demanding that the Centre take immediate steps to grant statehood to the region.

Appealing to the students and other Telangana supporters to observe the shutdown peacefully, the JAC leaders, however, said the shutdown should be "complete". "Not even a single train should go towards either Delhi or Chennai," senior Congress MLA R Damodar Reddy told reporters yesterday.

BJP appealed to the people to make the shutdown a success. The JAC leaders are scheduled to meet tomorrow to chalk out their future course of action.

Andhra Pradesh DGP R R Girish Kumar had yesterday said the state has so far suffered losses worth Rs 15 crore in incidents related to the Telangana issue since the agitation began a month ago. Meanwhile, the Andhra Pradesh State Road Transport Corporation (APSRTC) has suspended services as a precautionary measure.

Bangalore-Howrah Duranto to begin Jan 3

Bangalore, Dec 29 (IANS) The maiden non-stop Duranto express from Bangalore to Howrah will be flagged off Jan 3, union Minister of State for Railways K.H. Muniyappa said here Tuesday.

'The non-stop Duranto will leave Yeshvantpur station Jan 3 at 11.15 a.m. and reach Howrah Jan 4 at 4 p.m. Railway Minister Mamata Banerjee will flag off the Howrah-Bangalore Duranto Wednesday, which will reach here Thursday,' Muniyappa told reporters here.

During her visit to Bangalore Dec 8, Banerjee announced that the first Duranto from Karnataka would be her New Year gift to the people of the state.

Four of the nine new trains sanctioned for Karnataka this fiscal (2009-10) have been made operational recently. The remaining five will be commenced by February.

'The Yeshvantpur-Mysore express and Tirupati-Mysore express will be extended up to Chamarajanagar from Jan 3. Similarly, the Mumbai-Karwar express in the coastal region will be extended up to Mangalore soon,' Muniyappa noted.

Of the new trains, the Bangalore-Kuchuveli super-fast express and Bangalore-Lucknow-Rae Bareli express will begin in February.

New Delhi, Dec.29 (PTI) Former Andhra Pradesh Governor N D Tiwari, who quit over allegations of his involvement in a sex scandal, today claimed his resignation is not an admission of guilt and that new technologies were made use of by a Telugu channel to combine some footages to malign him.

Tiwari said also he did not want to embarass Prime Minister Manmohan Singh and Congress chief Sonia Gandhi over the issue which kicked up a storm last week. "She(Sonia) knows already I think and Manmohan Singh ji also very well known, I do not want to embarrass them," Tiwari told CNN-IBN. Tiwari said he was not involved in any scandal after a Telugu channel aired explicit footage of a man purported to be the former union minister with three women.

Dust, soot cause melting of Himalayan glaciers: experts

New Delhi, Dec 29 (PTI) Dust and soot contribute as much or more than greenhouse gases to the melting of glaciers in the Himalayas, experts said here today. "Apart from other causes such as changing fuel patterns, increasing aviation operations and noise pollution, dust is a major factor for environment deformation," Ramesh P Singh Affiliate Facult, Chapman University, said at a seminar organised by United Nation Environment Programme (UNEP) here.

"Increasing level of aerosol in atmosphere is main cause of pollution and melting glaciers. Pre-monsoon rains, warming, variability in temperature trends and dusty rain are result of the aerosol which is increasing," Ritesh Gautam, a researcher with NASA said.

The experts, who made presentations on changes in Himalayan environment, favoured a multi-lateral long-term programme to preserve ecology in the high-altitude region. In the Himalayan region, the soot and dust primarily drift north and east from factories, farms and other sources in the subcontinent.

"Another big reason of pollution is increasing number of power plants. These plants release a big amount of carbon waste.

When this carbon emission reacts with dust, a thick layer of pollution is produced which can be seen on our glaciers," Singh said.

Pakistani soldier sneaks into India, arrested

Srinagar, Dec 29 (PTI) A Pakistan Army regular, who sneaked into India, was arrested by security forces in north Kashmir's Kupwara district today. Sarfaraz Ahmed, an infantry man from the Mujahideen brigade, was nabbed by army personnel near Neel border post, official sources said.

The army is asserting whether Ahmed had some purpose or he simply strayed in the LoC, they said. Army authorities are interrogating him and have not handed him yet to the police, they said.

Thermal power plant sanctioned in Bihar

Rajgir, Dec 29 (PTI) The Bihar government today gave its nod to a proposal from a private firm to set up a thermal power plant at Kochar in Bihar''s Aurangabad district. At the first-ever meeting at the Ratnagiri hills here, the cabinet approved the Rs 6,573.50 crore proposal of M/s Tritone Energy Limited, Guragaon, in Haryana, Cabinet Secretary Girish Shankar said.

The state government also sanctioned Rs 77 crore for improving the sewerage system in Rajgir, Chief Minister Nitish Kumar said at a function here later. A convention centre would be set up near Virayatan here, on which Rs 33.56 crore was estimated to be spent, he said.

Court orders probe into police assault on women

Gandhinagar, Dec 29 (IANS) A Godhra court Tuesday ordered an enquiry following complaints of police atrocities on women and children in a predominantly Muslim locality.

Teesta Setalvad, of the Citizens for Peace and Justice, who produced the victims of the police 'assault' before mediapersons in Ahmedabad Tuesday said the Godhra Judicial Magistrate first class M. Nalawala had ordered an enquiry under section 202 of the Criminal Procedure Code.

The order was a sequel to the Dec 19 arrest of eight women on charges of rioting and assault on the police.

The women - all belonging to the minority community and housewives in the age group of 19 to 40 years - had complained of police atrocity, violence on their person and molestation before the magistrate who sent them for medical examination to the government hospital and thereafter ordered the enquiry.

However, Superintendent of Police J.M. Mothariya said the arrests had been made after a police party which had gone to arrest 'a wanted criminal' was obstructed by residents of the Geni plot in Godhra town.

Later, acting on information that 'the criminal' was hiding in the Hathila plot area, the police had raided the place but were thwarted by the womenfolk leading to their arrest.

However, Muslim clergy and leaders of the community from the town have contested the police claim and said that the cops had no right to arrest women in the dead of night in the absence of women police constables.

'The women were assaulted and dragged by the hair, even molested by the abusive cops. A lactating mother with an 18-day-old baby was also not spared and even the child was beaten,' Setalvad alleged.

She pointed out that the lady judicial officer had personally witnessed the bruises and assault marks on the women and ordered them sent for medical examination besides ordering the enquiry.

The women have, in letters to Chief Minister Narendra Modi and the state police chief, demanded immediate action against the policemen involved in the assault.

Termed as Regional Rapid Transit System, the three busiest routes being finalised to have dedicated corridors are Delhi-Ghaziabad-Meerut, Delhi-Gurgaon-Rewari-Alwar and Delhi-Sonepat-Panipat at an estimated cost of Rs 5000 crores excluding the rolling stock.

"We will conduct a detailed feasibility study of these corridors on a priority basis," a senior Urban Development Ministry official said. Urban Development Ministry is coordinating with the Railway Ministry and state governments of Delhi, Haryana, UP and Rajasthan to constitute the NCR Transport Corporation for implementation of the dedicated corridor project.

The Centre and the State will have equal equity of 50:50 in the project. A MoU will be signed between the Centre and states shortly to form a separate company for the purpose.

Based on the ridership and growing demand, the three corridors are being finalised. While Gurgaon, Noida and Ghaziabad adjoining Delhi are already being connected with a Metro service, places like Panipat, Sonepat, Alwar and Meerut will be linked to the Capital city through the proposed rail corridors.

Osmania students call for boycott of New Year celebrations

Students of Osmania University in Hyderabad on Tuesday asked people to boycott New Year celebrations in support of the Telangana statehood demand.

"We urge people to boycott New Year celebrations to press the government to take immediate steps for the formation of Telangana state," student leaders said.

They asserted that they will go ahead with the proposed massive students' convention on January 3 even as the city Police Commissioner B Prasada Rao said permission had not been given to the meeting.

The student leaders, who vowed to gather four or five lakh students for the convention, said at least one youth from every family in Telangana should attend the meet.

They had yesterday said police permission was not required for the convention 'Telangana Vidyarthi Maha Garjana' (massive roar by Telangana students).

"We need not obtain permission from the police. We need permission from our Vice Chancellor. He will definitely give the permission," they had said.

Meanwhile, tension prevailed in the Varsity campus today when police stopped a demonstration by the students.

"We wanted to convey to the police officials that illegal arrests are not fair. But we are stopped," a student leader said.

Meanwhile, Hyderabad Commissioner of Police B Prasada Rao today warned of stern action if students took to streets and disturbed normal life.

"We (police) take it seriously as they have thrown a challenge," the commissioner told reporters when his attention was drawn about the New Year celebrations boycott call by the students.

Prohibitory orders under section 144 of CrPC would be imposed from tomorrow for a week in the city in order to maintain peace and tranquility, he said.

Besides deploying police pickets, all preventive measures would be taken to maintain peace in the city, the commissioner said.

Chemical pollutes dam water; notices to 50 companies

Mumbai, Dec 29 (IANS) The Maharashtra government has issued notices to 50 chemical companies in Ratnagiri district after a chemical was dumped on a national highway, polluting a dam supplying water to over 25,000 people in Khed sub-district, officials said.

'The reddish-brown chemical was dumped by a truck late Saturday night on the Mumbai-Goa highway, around three km from the Boras Dam here,' said M.G. Gaikwad, revenue department official of Khed sub-district.

The notices have been served on the companies to ascertain whether the rogue truck belonged to any of them and what kind of chemical was dumped there, he said.

The chemical from the truck flowed into some drains and found its way into the Boras Dam waters, around 200 km south of Mumbai.

The incident came to light Sunday when villagers from Khed, Boras, Shivkhud and Shivbudh found thousands of fish, crabs, snakes, lizards and other creatures dead in the vicinity of the dam.

The district authorities were alerted and investigation launched into the incident, culminating in show cause notices to 50 big and small chemical manufacturers in the Maharashtra Industrial Development Corporation (MIDC) industrial estate here, according to Gaikwad.

Apprehending risk to the locals from the contaminated water, the district authorities have shut water supply from the dam and restricted access to the affected area.

The district administration has also arranged for tankers to supply drinking water to the people of the affected villages till alternatives are worked out.

Some of the major companies which have been issued notice are Hindustan Unilever, Hardilia Chemicals, Gharda Chemicals, Punjab Chemicals, Ratnagiri Chemicals, Garuda Chemicals and MDH Chemicals, he said.

'The tanker driver is absconding after dumping the load of acidic and toxic chemicals, estimated at several tonnes. We have sent samples for analysis and are awaiting the report,' Gaikwad told IANS.

Meanwhile, experts from the Maharashtra Pollution Control Board and other agencies have rushed to Ratnagiri to assist the district administration in tackling with the crisis.

Boston University likely to open campus in India

New Delhi, Dec 29 (IANS) One of the prominent varsities in the US, the Boston University, is likely to open a campus in India. Its president is visiting New Delhi in January for the purpose.

Varsity president Robert A. Brown is expected to meet Human Resource Development Minister Kapil Sibal and attend a seminar on de-regulating Indian education Jan 9.

The development took place after Sibal toured the university in October and had a discussion with Brown about an Indian campus of Boston University.

'Minister Sibal's visit was a wonderful opportunity to hear first hand about the opportunities and challenges for higher education in India and to brief the minister and his delegation on Boston University programmes in research and education,' Brown has been quoted as saying in his campus magazine.

'Our discussions uncovered many synergies between the strengths of Boston University and the opportunities in India. We look forward to exploring these opportunities further,' he added.

India is in talks with several world class varsities and have invited them to open campuses here. Sibal had already discussed the issue with several top administrators of Harvard, Yale and Duke universities.

The country is also set to table a bill in parliament to allow foreign universities to set up campuses here.

During his tour of Boston, Sibal had said: 'We are looking at institutions of excellence. We would like the best in the world to come to India, and it is in that sense that we would welcome Boston University.'

Delhi sex workers demand protection from goons

New Delhi, Dec 29 (PTI) The sex workers of the national capital''s largest red light area GB Road will come on the streets in the New Year to press for solution to their security concerns and other welfare measures. Raising the issue of exploitation by "goons" operating in the area will be on top of their agenda other than legalisation of the trade and better health services during the demonstration they are planning in January.

The workers who live in inhuman and unhygienic conditions in the dark and narrow lanes here are concerned about increasing drug trade and looting of their clients by the criminal elements operating in the area, an argument rejected by Delhi Police. "There are problems of drug trafficking, extortion and looting of our clients.

Criminals from neighbouring state and from some areas in Delhi gather here every night and create problems for our customers," said Shameem, a brothel owner. However, police deny receiving any complaints from sex workers.

"We have stationed a picket in the red light area. There is frequent movement of PCR vans and our personnel.

We have not received any complaints yet," said Deputy Commissioner of Police (Central) Jaspal Singh. There are about 116 brothels on the Garstin Bastion (GB) Road in which about 5,000 women from across the country work.

Ruchika`s family lawyer files two FIRs against Rathore

Chandigarh, Dec 29 (ANI): Ruchika's family lawyer has filed two First Information Reports (FIRs) against former Haryana DGP SPS Rathore, who has been charged for allegedly molesting teenager Ruchika Girhotra, a promising young tennis star in 1990.

The lawyer claimed that the first FIR has been filed for forging documents like the inquest report and the other for illegal detention of Ruchika's brother Ashu, who was kept in illegal detention at the behest of Rathore and given tortures.

A Public Interest Litigation (PIL) has also been filed on Tuesday asking for action to be taken against all those who tried to protect Rathore; including Sacred Heart School, where Ruchika studied. The school has been asked to explain the reasons for expelling her.

Rathore was then an Inspector General of Police and the head of the Haryana Lawn Tennis Federation.

CBI's Special Magistrate J S Sidhu sentenced 67-year-old Rathore to six months rigorous imprisonment (RI) during an in-camera proceeding and imposed a fine of Rs 1,000, but Rathore got bail immediately.

Iranian national held for trying to exchange fake notes

Chennai, Dec 29 (PTI) An Iranian woman was arrested today for allegedly trying to exchange fake Indian currency notes at a shopping mall here, police said. 62-year-old Mortazavi Asraf was taken into custody after a retailer from whom she bought some clothes informed the police about the notes.

A total of 46 fake notes with a face value of Rs 23,000 were recovered from her possession, police said adding she had come to Chennai early this month to undergo Yoga and meditation classes at an Ashram here. Police are ascertaining the source of the currency notes.

Last week, five persons from Jharkhand and West Bengal were arrested in the city for possessing fake currency notes and a Crime Branch-CID team had also arrested the key accused from Jharkhand.

Yet another shutdown in Telangana tomorrow

Hyderabad, Dec 29 (PTI) Yet another shutdown would be observed in the Telangana region of Andhra Pradesh tomorrow, currently on the boil over the separate statehood issue. The Joint Action Committee (JAC), comprising Congress, Telugu Desam, TRS, BJP, students and a number of outfits fighting for a Telangana state, has called for the shutdown, demanding that the Centre take immediate steps to grant statehood to the region.

Appealing to the students and other Telangana supporters to observe the shutdown peacefully, the JAC leaders, however, said the shutdown should be "complete". "Not even a single train should go towards either Delhi or Chennai," senior Congress MLA R Damodar Reddy told reporters yesterday.

BJP appealed to the people to make the shutdown a success. The JAC leaders are scheduled to meet tomorrow to chalk out their future course of action.

Bangalore, Dec 29 (IANS) The maiden non-stop Duranto express from Bangalore to Howrah will be flagged off Jan 3, union Minister of State for Railways K.H. Muniyappa said here Tuesday.

'The non-stop Duranto will leave Yeshvantpur station Jan 3 at 11.15 a.m. and reach Howrah Jan 4 at 4 p.m. Railway Minister Mamata Banerjee will flag off the Howrah-Bangalore Duranto Wednesday, which will reach here Thursday,' Muniyappa told reporters here.

During her visit to Bangalore Dec 8, Banerjee announced that the first Duranto from Karnataka would be her New Year gift to the people of the state.

Dust, soot cause melting of Himalayan glaciers: experts

New Delhi, Dec 29 (PTI) Dust and soot contribute as much or more than greenhouse gases to the melting of glaciers in the Himalayas, experts said here today. "Apart from other causes such as changing fuel patterns, increasing aviation operations and noise pollution, dust is a major factor for environment deformation," Ramesh P Singh Affiliate Facult, Chapman University, said at a seminar organised by United Nation Environment Programme (UNEP) here.

"Increasing level of aerosol in atmosphere is main cause of pollution and melting glaciers. Pre-monsoon rains, warming, variability in temperature trends and dusty rain are result of the aerosol which is increasing," Ritesh Gautam, a researcher with NASA said.

The experts, who made presentations on changes in Himalayan environment, favoured a multi-lateral long-term programme to preserve ecology in the high-altitude region. In the Himalayan region, the soot and dust primarily drift north and east from factories, farms and other sources in the subcontinent.

"Another big reason of pollution is increasing number of power plants. These plants release a big amount of carbon waste.

When this carbon emission reacts with dust, a thick layer of pollution is produced which can be seen on our glaciers," Singh said.

Pakistani soldier sneaks into India, arrested

Srinagar, Dec 29 (PTI) A Pakistan Army regular, who sneaked into India, was arrested by security forces in north Kashmir's Kupwara district today. Sarfaraz Ahmed, an infantry man from the Mujahideen brigade, was nabbed by army personnel near Neel border post, official sources said.

The army is asserting whether Ahmed had some purpose or he simply strayed in the LoC, they said. Army authorities are interrogating him and have not handed him yet to the police, they said.

Thermal power plant sanctioned in Bihar

Rajgir, Dec 29 (PTI) The Bihar government today gave its nod to a proposal from a private firm to set up a thermal power plant at Kochar in Bihar''s Aurangabad district. At the first-ever meeting at the Ratnagiri hills here, the cabinet approved the Rs 6,573.50 crore proposal of M/s Tritone Energy Limited, Guragaon, in Haryana, Cabinet Secretary Girish Shankar said.

The state government also sanctioned Rs 77 crore for improving the sewerage system in Rajgir, Chief Minister Nitish Kumar said at a function here later. A convention centre would be set up near Virayatan here, on which Rs 33.56 crore was estimated to be spent, he said.

Court orders probe into police assault on women

Gandhinagar, Dec 29 (IANS) A Godhra court Tuesday ordered an enquiry following complaints of police atrocities on women and children in a predominantly Muslim locality.

Teesta Setalvad, of the Citizens for Peace and Justice, who produced the victims of the police 'assault' before mediapersons in Ahmedabad Tuesday said the Godhra Judicial Magistrate first class M. Nalawala had ordered an enquiry under section 202 of the Criminal Procedure Code.

The order was a sequel to the Dec 19 arrest of eight women on charges of rioting and assault on the police.

The women - all belonging to the minority community and housewives in the age group of 19 to 40 years - had complained of police atrocity, violence on their person and molestation before the magistrate who sent them for medical examination to the government hospital and thereafter ordered the enquiry.

However, Superintendent of Police J.M. Mothariya said the arrests had been made after a police party which had gone to arrest 'a wanted criminal' was obstructed by residents of the Geni plot in Godhra town.

Later, acting on information that 'the criminal' was hiding in the Hathila plot area, the police had raided the place but were thwarted by the womenfolk leading to their arrest.

However, Muslim clergy and leaders of the community from the town have contested the police claim and said that the cops had no right to arrest women in the dead of night in the absence of women police constables.

'The women were assaulted and dragged by the hair, even molested by the abusive cops. A lactating mother with an 18-day-old baby was also not spared and even the child was beaten,' Setalvad alleged.

She pointed out that the lady judicial officer had personally witnessed the bruises and assault marks on the women and ordered them sent for medical examination besides ordering the enquiry.

The women have, in letters to Chief Minister Narendra Modi and the state police chief, demanded immediate action against the policemen involved in the assault.

Govt says has no immediate plan to up fuel prices

The government has no immediate plans to raise fuel prices, the country's petroleum secretary said on Tuesday, after a newspaper report that auto fuel prices could be raised early next year.

The Hindustan Times newspaper, without citing any sources, said in a report that prices of auto fuel could increase "anytime early next year."

"There is no such proposal yet," Petroleum Secretary R S Pandey told Reuters, when asked to comment on the news report.

India previously raised fuel prices by as much as 10 percent in July, when global crude oil prices were hovering at about $70 a barrel.

U.S. crude for February delivery fell 28 cents to $78.49 a barrel by 0332 GMT.

State-run refiners sell petrol, diesel, kerosene and cooking gas at low government-fixed rates to control inflation and help the poor, and receive partial compensation from the government.

Mercury climbs in Delhi

New Delhi, Dec 29 (IANS) Delhi Tuesday recorded a relatively warm morning with the minimum temperature climbing to 6.2 degrees Celsius.

After dipping to the season's lowest at 5.2 degrees Celsius on Saturday, the temperature has been rising gradually for the past two days.

The weatherman has forecast a further rise in the day temperature with the minimum temperature likely to settle around 7 degrees Celsius.

'There is a possibility of shallow fog in the morning Wednesday but skies will remain clear during the day,' an official at the India Meteorological Department said.

The visibility Tuesday dropped to 400 metres at 7.30 a.m. but there were no reports of flights being delayed.

Govt to delay 3G auction - papers

India, the world's fastest growing mobile market, is expected to delay the auction of third-generation wireless spectrum to February due to uncertainty over defence forces giving up spectrum, two newspapers reported on Tuesday, citing sources close to the development.

The Business Standard said the auction of spectrum, that would allow high speed wireless network, would be pushed to the end of February, while the Daily News and Analysis said it was likely in mid-February.

Last week, the telecom minister said the auction, which has been deferred several times before, would meet the Jan 14 schedule. But the government is yet to come out with the notice inviting applications.

A spokesman for the telecom ministry could not be immediately reached for comment by Reuters on Tuesday.

Analysts expect phone companies to spend $1.5 billion on 3G spectrum alone, while building the high-speed wireless networks will cost billions of dollars more.

Rupee falls by 4 paise against dollar in opening trade

Mumbai, Dec 29 (PTI) The rupee today depreciated by 4 paise to 46.69 a dollar in the opening trade on demand for the US currency, which rose against other Asian currencies. Dealers said demand for the US currency from importers and fears of capital outflows by foreign funds weighed on the Indian rupee.

Fast track rail corridors in the offing for NCR

New Delhi, Dec 29 (PTI) The national capital will soon be better connected with neighbouring cities as the government is finalising dedicated rail corridors for the National Capital Region. Termed as Regional Rapid Transit System, the three busiest routes being finalised to have dedicated corridors are Delhi-Ghaziabad-Meerut, Delhi-Gurgaon-Rewari-Alwar and Delhi-Sonepat-Panipat at an estimated cost of Rs 5000 crores excluding the rolling stock.

"We will conduct a detailed feasibility study of these corridors on a priority basis," a senior Urban Development Ministry official said. Urban Development Ministry is coordinating with the Railway Ministry and state governments of Delhi, Haryana, UP and Rajasthan to constitute the NCR Transport Corporation for implementation of the dedicated corridor project.

The Centre and the State will have equal equity of 50:50 in the project. A MoU will be signed between the Centre and states shortly to form a separate company for the purpose.

Based on the ridership and growing demand, the three corridors are being finalised. While Gurgaon, Noida and Ghaziabad adjoining Delhi are already being connected with a Metro service, places like Panipat, Sonepat, Alwar and Meerut will be linked to the Capital city through the proposed rail corridors.

Osmania students call for boycott of New Year celebrations

Students of Osmania University in Hyderabad on Tuesday asked people to boycott New Year celebrations in support of the Telangana statehood demand.

"We urge people to boycott New Year celebrations to press the government to take immediate steps for the formation of Telangana state," student leaders said.

They asserted that they will go ahead with the proposed massive students' convention on January 3 even as the city Police Commissioner B Prasada Rao said permission had not been given to the meeting.

The student leaders, who vowed to gather four or five lakh students for the convention, said at least one youth from every family in Telangana should attend the meet.

They had yesterday said police permission was not required for the convention 'Telangana Vidyarthi Maha Garjana' (massive roar by Telangana students).

"We need not obtain permission from the police. We need permission from our Vice Chancellor. He will definitely give the permission," they had said.

Meanwhile, tension prevailed in the Varsity campus today when police stopped a demonstration by the students.

"We wanted to convey to the police officials that illegal arrests are not fair. But we are stopped," a student leader said.

Meanwhile, Hyderabad Commissioner of Police B Prasada Rao today warned of stern action if students took to streets and disturbed normal life.

"We (police) take it seriously as they have thrown a challenge," the commissioner told reporters when his attention was drawn about the New Year celebrations boycott call by the students.

Prohibitory orders under section 144 of CrPC would be imposed from tomorrow for a week in the city in order to maintain peace and tranquility, he said.

Besides deploying police pickets, all preventive measures would be taken to maintain peace in the city, the commissioner said.

Chemical pollutes dam water; notices to 50 companies

Mumbai, Dec 29 (IANS) The Maharashtra government has issued notices to 50 chemical companies in Ratnagiri district after a chemical was dumped on a national highway, polluting a dam supplying water to over 25,000 people in Khed sub-district, officials said.

'The reddish-brown chemical was dumped by a truck late Saturday night on the Mumbai-Goa highway, around three km from the Boras Dam here,' said M.G. Gaikwad, revenue department official of Khed sub-district.

The notices have been served on the companies to ascertain whether the rogue truck belonged to any of them and what kind of chemical was dumped there, he said.

The chemical from the truck flowed into some drains and found its way into the Boras Dam waters, around 200 km south of Mumbai.

The incident came to light Sunday when villagers from Khed, Boras, Shivkhud and Shivbudh found thousands of fish, crabs, snakes, lizards and other creatures dead in the vicinity of the dam.

The district authorities were alerted and investigation launched into the incident, culminating in show cause notices to 50 big and small chemical manufacturers in the Maharashtra Industrial Development Corporation (MIDC) industrial estate here, according to Gaikwad.

Apprehending risk to the locals from the contaminated water, the district authorities have shut water supply from the dam and restricted access to the affected area.

The district administration has also arranged for tankers to supply drinking water to the people of the affected villages till alternatives are worked out.

Some of the major companies which have been issued notice are Hindustan Unilever, Hardilia Chemicals, Gharda Chemicals, Punjab Chemicals, Ratnagiri Chemicals, Garuda Chemicals and MDH Chemicals, he said.

'The tanker driver is absconding after dumping the load of acidic and toxic chemicals, estimated at several tonnes. We have sent samples for analysis and are awaiting the report,' Gaikwad told IANS.

Meanwhile, experts from the Maharashtra Pollution Control Board and other agencies have rushed to Ratnagiri to assist the district administration in tackling with the crisis.

Boston University likely to open campus in India

New Delhi, Dec 29 (IANS) One of the prominent varsities in the US, the Boston University, is likely to open a campus in India. Its president is visiting New Delhi in January for the purpose.

Varsity president Robert A. Brown is expected to meet Human Resource Development Minister Kapil Sibal and attend a seminar on de-regulating Indian education Jan 9.

The development took place after Sibal toured the university in October and had a discussion with Brown about an Indian campus of Boston University.

'Minister Sibal's visit was a wonderful opportunity to hear first hand about the opportunities and challenges for higher education in India and to brief the minister and his delegation on Boston University programmes in research and education,' Brown has been quoted as saying in his campus magazine.

'Our discussions uncovered many synergies between the strengths of Boston University and the opportunities in India. We look forward to exploring these opportunities further,' he added.

India is in talks with several world class varsities and have invited them to open campuses here. Sibal had already discussed the issue with several top administrators of Harvard, Yale and Duke universities.

The country is also set to table a bill in parliament to allow foreign universities to set up campuses here.

During his tour of Boston, Sibal had said: 'We are looking at institutions of excellence. We would like the best in the world to come to India, and it is in that sense that we would welcome Boston University.'

Delhi sex workers demand protection from goons

New Delhi, Dec 29 (PTI) The sex workers of the national capital''s largest red light area GB Road will come on the streets in the New Year to press for solution to their security concerns and other welfare measures. Raising the issue of exploitation by "goons" operating in the area will be on top of their agenda other than legalisation of the trade and better health services during the demonstration they are planning in January.

The workers who live in inhuman and unhygienic conditions in the dark and narrow lanes here are concerned about increasing drug trade and looting of their clients by the criminal elements operating in the area, an argument rejected by Delhi Police. "There are problems of drug trafficking, extortion and looting of our clients.

Criminals from neighbouring state and from some areas in Delhi gather here every night and create problems for our customers," said Shameem, a brothel owner. However, police deny receiving any complaints from sex workers.

"We have stationed a picket in the red light area. There is frequent movement of PCR vans and our personnel.

We have not received any complaints yet," said Deputy Commissioner of Police (Central) Jaspal Singh. There are about 116 brothels on the Garstin Bastion (GB) Road in which about 5,000 women from across the country work.

Ruchika`s family lawyer files two FIRs against Rathore

Chandigarh, Dec 29 (ANI): Ruchika's family lawyer has filed two First Information Reports (FIRs) against former Haryana DGP SPS Rathore, who has been charged for allegedly molesting teenager Ruchika Girhotra, a promising young tennis star in 1990.

The lawyer claimed that the first FIR has been filed for forging documents like the inquest report and the other for illegal detention of Ruchika's brother Ashu, who was kept in illegal detention at the behest of Rathore and given tortures.

A Public Interest Litigation (PIL) has also been filed on Tuesday asking for action to be taken against all those who tried to protect Rathore; including Sacred Heart School, where Ruchika studied. The school has been asked to explain the reasons for expelling her.

Rathore was then an Inspector General of Police and the head of the Haryana Lawn Tennis Federation.

CBI's Special Magistrate J S Sidhu sentenced 67-year-old Rathore to six months rigorous imprisonment (RI) during an in-camera proceeding and imposed a fine of Rs 1,000, but Rathore got bail immediately.

Iranian national held for trying to exchange fake notes

Chennai, Dec 29 (PTI) An Iranian woman was arrested today for allegedly trying to exchange fake Indian currency notes at a shopping mall here, police said. 62-year-old Mortazavi Asraf was taken into custody after a retailer from whom she bought some clothes informed the police about the notes.

A total of 46 fake notes with a face value of Rs 23,000 were recovered from her possession, police said adding she had come to Chennai early this month to undergo Yoga and meditation classes at an Ashram here. Police are ascertaining the source of the currency notes.

Last week, five persons from Jharkhand and West Bengal were arrested in the city for possessing fake currency notes and a Crime Branch-CID team had also arrested the key accused from Jharkhand.

Yet another shutdown in Telangana tomorrow

Hyderabad, Dec 29 (PTI) Yet another shutdown would be observed in the Telangana region of Andhra Pradesh tomorrow, currently on the boil over the separate statehood issue. The Joint Action Committee (JAC), comprising Congress, Telugu Desam, TRS, BJP, students and a number of outfits fighting for a Telangana state, has called for the shutdown, demanding that the Centre take immediate steps to grant statehood to the region.

Appealing to the students and other Telangana supporters to observe the shutdown peacefully, the JAC leaders, however, said the shutdown should be "complete". "Not even a single train should go towards either Delhi or Chennai," senior Congress MLA R Damodar Reddy told reporters yesterday.

BJP appealed to the people to make the shutdown a success. The JAC leaders are scheduled to meet tomorrow to chalk out their future course of action.

Andhra Pradesh DGP R R Girish Kumar had yesterday said the state has so far suffered losses worth Rs 15 crore in incidents related to the Telangana issue since the agitation began a month ago. Bangalore, Dec 29 (IANS) The maiden non-stop Duranto express from Bangalore to Howrah will be flagged off Jan 3, union Minister of State for Railways K.H. Muniyappa said here Tuesday.

'The non-stop Duranto will leave Yeshvantpur station Jan 3 at 11.15 a.m. and reach Howrah Jan 4 at 4 p.m. Railway Minister Mamata Banerjee will flag off the Howrah-Bangalore Duranto Wednesday, which will reach here Thursday,' Muniyappa told reporters here.

During her visit to Bangalore Dec 8, Banerjee announced that the first Duranto from Karnataka would be her New Year gift to the people of the state.

Four of the nine new trains sanctioned for Karnataka this fiscal (2009-10) have been made operational recently. The remaining five will be commenced by February.

'The Yeshvantpur-Mysore express and Tirupati-Mysore express will be extended up to Chamarajanagar from Jan 3. Similarly, the Mumbai-Karwar express in the coastal region will be extended up to Mangalore soon,' Muniyappa noted.

Of the new trains, the Bangalore-Kuchuveli super-fast express and Bangalore-Lucknow-Rae Bareli express will begin in February.

Dust, soot cause melting of Himalayan glaciers: experts

New Delhi, Dec 29 (PTI) Dust and soot contribute as much or more than greenhouse gases to the melting of glaciers in the Himalayas, experts said here today. "Apart from other causes such as changing fuel patterns, increasing aviation operations and noise pollution, dust is a major factor for environment deformation," Ramesh P Singh Affiliate Facult, Chapman University, said at a seminar organised by United Nation Environment Programme (UNEP) here.

"Increasing level of aerosol in atmosphere is main cause of pollution and melting glaciers. Pre-monsoon rains, warming, variability in temperature trends and dusty rain are result of the aerosol which is increasing," Ritesh Gautam, a researcher with NASA said.

The experts, who made presentations on changes in Himalayan environment, favoured a multi-lateral long-term programme to preserve ecology in the high-altitude region. In the Himalayan region, the soot and dust primarily drift north and east from factories, farms and other sources in the subcontinent.

"Another big reason of pollution is increasing number of power plants. These plants release a big amount of carbon waste.

When this carbon emission reacts with dust, a thick layer of pollution is produced which can be seen on our glaciers," Singh said.

Pakistani soldier sneaks into India, arrested

Srinagar, Dec 29 (PTI) A Pakistan Army regular, who sneaked into India, was arrested by security forces in north Kashmir's Kupwara district today. Sarfaraz Ahmed, an infantry man from the Mujahideen brigade, was nabbed by army personnel near Neel border post, official sources said.

Thermal power plant sanctioned in Bihar

Rajgir, Dec 29 (PTI) The Bihar government today gave its nod to a proposal from a private firm to set up a thermal power plant at Kochar in Bihar''s Aurangabad district. At the first-ever meeting at the Ratnagiri hills here, the cabinet approved the Rs 6,573.50 crore proposal of M/s Tritone Energy Limited, Guragaon, in Haryana, Cabinet Secretary Girish Shankar said.

The state government also sanctioned Rs 77 crore for improving the sewerage system in Rajgir, Chief Minister Nitish Kumar said at a function here later. A convention centre would be set up near Virayatan here, on which Rs 33.56 crore was estimated to be spent, he said.

Court orders probe into police assault on women

Gandhinagar, Dec 29 (IANS) A Godhra court Tuesday ordered an enquiry following complaints of police atrocities on women and children in a predominantly Muslim locality.

Teesta Setalvad, of the Citizens for Peace and Justice, who produced the victims of the police 'assault' before mediapersons in Ahmedabad Tuesday said the Godhra Judicial Magistrate first class M. Nalawala had ordered an enquiry under section 202 of the Criminal Procedure Code.

The order was a sequel to the Dec 19 arrest of eight women on charges of rioting and assault on the police.

The women - all belonging to the minority community and housewives in the age group of 19 to 40 years - had complained of police atrocity, violence on their person and molestation before the magistrate who sent them for medical examination to the government hospital and thereafter ordered the enquiry.

However, Superintendent of Police J.M. Mothariya said the arrests had been made after a police party which had gone to arrest 'a wanted criminal' was obstructed by residents of the Geni plot in Godhra town.

Later, acting on information that 'the criminal' was hiding in the Hathila plot area, the police had raided the place but were thwarted by the womenfolk leading to their arrest.

However, Muslim clergy and leaders of the community from the town have contested the police claim and said that the cops had no right to arrest women in the dead of night in the absence of women police constables.

'The women were assaulted and dragged by the hair, even molested by the abusive cops. A lactating mother with an 18-day-old baby was also not spared and even the child was beaten,' Setalvad alleged.

She pointed out that the lady judicial officer had personally witnessed the bruises and assault marks on the women and ordered them sent for medical examination besides ordering the enquiry.

The women have, in letters to Chief Minister Narendra Modi and the state police chief, demanded immediate action against the policemen involved in the assault.

Govt says has no immediate plan to up fuel prices

The government has no immediate plans to raise fuel prices, the country's petroleum secretary said on Tuesday, after a newspaper report that auto fuel prices could be raised early next year.

The Hindustan Times newspaper, without citing any sources, said in a report that prices of auto fuel could increase "anytime early next year."

"There is no such proposal yet," Petroleum Secretary R S Pandey told Reuters, when asked to comment on the news report.

India previously raised fuel prices by as much as 10 percent in July, when global crude oil prices were hovering at about $70 a barrel.

U.S. crude for February delivery fell 28 cents to $78.49 a barrel by 0332 GMT.

State-run refiners sell petrol, diesel, kerosene and cooking gas at low government-fixed rates to control inflation and help the poor, and receive partial compensation from the government.

Mercury climbs in Delhi

New Delhi, Dec 29 (IANS) Delhi Tuesday recorded a relatively warm morning with the minimum temperature climbing to 6.2 degrees Celsius.

After dipping to the season's lowest at 5.2 degrees Celsius on Saturday, the temperature has been rising gradually for the past two days.

The weatherman has forecast a further rise in the day temperature with the minimum temperature likely to settle around 7 degrees Celsius.

'There is a possibility of shallow fog in the morning Wednesday but skies will remain clear during the day,' an official at the India Meteorological Department said.

The visibility Tuesday dropped to 400 metres at 7.30 a.m. but there were no reports of flights being delayed.

Govt to delay 3G auction - papers

India, the world's fastest growing mobile market, is expected to delay the auction of third-generation wireless spectrum to February due to uncertainty over defence forces giving up spectrum, two newspapers reported on Tuesday, citing sources close to the development.

The Business Standard said the auction of spectrum, that would allow high speed wireless network, would be pushed to the end of February, while the Daily News and Analysis said it was likely in mid-February.

Last week, the telecom minister said the auction, which has been deferred several times before, would meet the Jan 14 schedule. But the government is yet to come out with the notice inviting applications.

A spokesman for the telecom ministry could not be immediately reached for comment by Reuters on Tuesday.

Analysts expect phone companies to spend $1.5 billion on 3G spectrum alone, while building the high-speed wireless networks will cost billions of dollars more.

Chemical pollutes dam water; notices to 50 companies

Mumbai, Dec 29 (IANS) The Maharashtra government has issued notices to 50 chemical companies in Ratnagiri district after a chemical was dumped on a national highway, polluting a dam supplying water to over 25,000 people in Khed sub-district, officials said.

'The reddish-brown chemical was dumped by a truck late Saturday night on the Mumbai-Goa highway, around three km from the Boras Dam here,' said M.G. Gaikwad, revenue department official of Khed sub-district.

The notices have been served on the companies to ascertain whether the rogue truck belonged to any of them and what kind of chemical was dumped there, he said.

The chemical from the truck flowed into some drains and found its way into the Boras Dam waters, around 200 km south of Mumbai.

The incident came to light Sunday when villagers from Khed, Boras, Shivkhud and Shivbudh found thousands of fish, crabs, snakes, lizards and other creatures dead in the vicinity of the dam.

The district authorities were alerted and investigation launched into the incident, culminating in show cause notices to 50 big and small chemical manufacturers in the Maharashtra Industrial Development Corporation (MIDC) industrial estate here, according to Gaikwad.

Apprehending risk to the locals from the contaminated water, the district authorities have shut water supply from the dam and restricted access to the affected area.

The district administration has also arranged for tankers to supply drinking water to the people of the affected villages till alternatives are worked out.

Some of the major companies which have been issued notice are Hindustan Unilever, Hardilia Chemicals, Gharda Chemicals, Punjab Chemicals, Ratnagiri Chemicals, Garuda Chemicals and MDH Chemicals, he said.

'The tanker driver is absconding after dumping the load of acidic and toxic chemicals, estimated at several tonnes. We have sent samples for analysis and are awaiting the report,' Gaikwad told IANS.

Meanwhile, experts from the Maharashtra Pollution Control Board and other agencies have rushed to Ratnagiri to assist the district administration in tackling with the crisis.

Boston University likely to open campus in India

New Delhi, Dec 29 (IANS) One of the prominent varsities in the US, the Boston University, is likely to open a campus in India. Its president is visiting New Delhi in January for the purpose.

Varsity president Robert A. Brown is expected to meet Human Resource Development Minister Kapil Sibal and attend a seminar on de-regulating Indian education Jan 9.

The development took place after Sibal toured the university in October and had a discussion with Brown about an Indian campus of Boston University.

'Minister Sibal's visit was a wonderful opportunity to hear first hand about the opportunities and challenges for higher education in India and to brief the minister and his delegation on Boston University programmes in research and education,' Brown has been quoted as saying in his campus magazine.

'Our discussions uncovered many synergies between the strengths of Boston University and the opportunities in India. We look forward to exploring these opportunities further,' he added.

India is in talks with several world class varsities and have invited them to open campuses here. Sibal had already discussed the issue with several top administrators of Harvard, Yale and Duke universities.

The country is also set to table a bill in parliament to allow foreign universities to set up campuses here.

During his tour of Boston, Sibal had said: 'We are looking at institutions of excellence. We would like the best in the world to come to India, and it is in that sense that we would welcome Boston University.'

Delhi sex workers demand protection from goons

New Delhi, Dec 29 (PTI) The sex workers of the national capital''s largest red light area GB Road will come on the streets in the New Year to press for solution to their security concerns and other welfare measures. Raising the issue of exploitation by "goons" operating in the area will be on top of their agenda other than legalisation of the trade and better health services during the demonstration they are planning in January.

The workers who live in inhuman and unhygienic conditions in the dark and narrow lanes here are concerned about increasing drug trade and looting of their clients by the criminal elements operating in the area, an argument rejected by Delhi Police. "There are problems of drug trafficking, extortion and looting of our clients.

Criminals from neighbouring state and from some areas in Delhi gather here every night and create problems for our customers," said Shameem, a brothel owner. However, police deny receiving any complaints from sex workers.

"We have stationed a picket in the red light area. There is frequent movement of PCR vans and our personnel.

We have not received any complaints yet," said Deputy Commissioner of Police (Central) Jaspal Singh. There are about 116 brothels on the Garstin Bastion (GB) Road in which about 5,000 women from across the country work.

Ruchika`s family lawyer files two FIRs against Rathore

Chandigarh, Dec 29 (ANI): Ruchika's family lawyer has filed two First Information Reports (FIRs) against former Haryana DGP SPS Rathore, who has been charged for allegedly molesting teenager Ruchika Girhotra, a promising young tennis star in 1990.

The lawyer claimed that the first FIR has been filed for forging documents like the inquest report and the other for illegal detention of Ruchika's brother Ashu, who was kept in illegal detention at the behest of Rathore and given tortures.

A Public Interest Litigation (PIL) has also been filed on Tuesday asking for action to be taken against all those who tried to protect Rathore; including Sacred Heart School, where Ruchika studied. The school has been asked to explain the reasons for expelling her.

Rathore was then an Inspector General of Police and the head of the Haryana Lawn Tennis Federation.

CBI's Special Magistrate J S Sidhu sentenced 67-year-old Rathore to six months rigorous imprisonment (RI) during an in-camera proceeding and imposed a fine of Rs 1,000, but Rathore got bail immediately.

Iranian national held for trying to exchange fake notes

Chennai, Dec 29 (PTI) An Iranian woman was arrested today for allegedly trying to exchange fake Indian currency notes at a shopping mall here, police said. 62-year-old Mortazavi Asraf was taken into custody after a retailer from whom she bought some clothes informed the police about the notes.

A total of 46 fake notes with a face value of Rs 23,000 were recovered from her possession, police said adding she had come to Chennai early this month to undergo Yoga and meditation classes at an Ashram here. Police are ascertaining the source of the currency notes.

Last week, five persons from Jharkhand and West Bengal were arrested in the city for possessing fake currency notes and a Crime Branch-CID team had also arrested the key accused from Jharkhand.

Yet another shutdown in Telangana tomorrow

Hyderabad, Dec 29 (PTI) Yet another shutdown would be observed in the Telangana region of Andhra Pradesh tomorrow, currently on the boil over the separate statehood issue. The Joint Action Committee (JAC), comprising Congress, Telugu Desam, TRS, BJP, students and a number of outfits fighting for a Telangana state, has called for the shutdown, demanding that the Centre take immediate steps to grant statehood to the region.

Appealing to the students and other Telangana supporters to observe the shutdown peacefully, the JAC leaders, however, said the shutdown should be "complete". "Not even a single train should go towards either Delhi or Chennai," senior Congress MLA R Damodar Reddy told reporters yesterday.

BJP appealed to the people to make the shutdown a success. The JAC leaders are scheduled to meet tomorrow to chalk out their future course of action.

Andhra Pradesh DGP R R Girish Kumar had yesterday said the state has so far suffered losses worth Rs 15 crore in incidents related to the Telangana issue since the agitation began a month ago. Meanwhile, the Andhra Pradesh State Road Transport Corporation (APSRTC) has suspended services as a precautionary measure.

Bangalore-Howrah Duranto to begin Jan 3

Bangalore, Dec 29 (IANS) The maiden non-stop Duranto express from Bangalore to Howrah will be flagged off Jan 3, union Minister of State for Railways K.H. Muniyappa said here Tuesday.

'The non-stop Duranto will leave Yeshvantpur station Jan 3 at 11.15 a.m. and reach Howrah Jan 4 at 4 p.m. Railway Minister Mamata Banerjee will flag off the Howrah-Bangalore Duranto Wednesday, which will reach here Thursday,' Muniyappa told reporters here.

During her visit to Bangalore Dec 8, Banerjee announced that the first Duranto from Karnataka would be her New Year gift to the people of the state.

Four of the nine new trains sanctioned for Karnataka this fiscal (2009-10) have been made operational recently. The remaining five will be commenced by February.

'The Yeshvantpur-Mysore express and Tirupati-Mysore express will be extended up to Chamarajanagar from Jan 3. Similarly, the Mumbai-Karwar express in the coastal region will be extended up to Mangalore soon,' Muniyappa noted.

Of the new trains, the Bangalore-Kuchuveli super-fast express and Bangalore-Lucknow-Rae Bareli express will begin in February.
